I THINK the idea was it's the classic scenario where if they know it puts them in danger bc it implicates them, so he didn't want to force them to make a choice until a split was inevitable. On one hand I think it would've been nice for him and Abbacchio to have more of a partnership relationship (via him being in on it) but I can also see it as like.. reinforcing Buccellati's capo position in the narrative. 🤔
